The following notification shall be published in the extra ordinary Gazette of Telangana, dated:02.06.2021.
- In exercise of the powers conferred on the Government by Clause (i) of Subsection (4) of Section 65 of the Telangana Panchayat Raj Act, 2018(Act No. 5 of 2018), the Government hereby exempt the Poultry Units and Dairy Units from levy of House tax by the Gram Panchayats.
- However, nominal House tax of Rs. 100/- (Hundred Rupees only) shall be levied per unit per annum by the Gram Panchayats to ensure that the property records of Poultry and Dairy units are maintained properly.
- The Commissioner, Panchayat Raj & Rural Employment shall take necessary action accordingly.

The State Government, through the above Orders, has restricted the Grampanchayts, to charge Rs 100 only on Poultry farms and Dairy farms irrespective to the number shed. With the result of these orders, the Grampanchayats have to levy the same amount Rs.100/- for those who have invested in different levels of of money, i.e. Rs.crore, lakhs and thousand.This applies for all who have sheds one to infinity and who are having more sheds are being benefited. It seems to anyone that it is unreasonable to charge only a hundred Rupees on defferent levels of investment and without keeping the number structures located there in the farms. Those who have invested, crores of rupees in establishing the units like foultry and dairy,it may not be a much burden to spare the meagre amount of expenditure in payment of House tax to the Grampanchayat Panchayats.
In the G.O. the word unit has to be clearly defined as there may be some residential qauarters and store rooms available to run the Poultry on dairy forms. Whether Rs.100/- shall be levied on only poultry and dairty structures or it covers store rooms and residential quarters.
There may be some incidents, where poor people getting their lively hood through the MGNREGA scheme are being paid such meagre amount inrespect of their houses located in the Rural areas.
Further it may be noted that by virtue of these orders the Grampanchayats may loose their annual income depending on the number of units located in their village.
There is principle that whenever and where ever the orders issued by highter government, the affected lower government has to provided the special assistance to recoupe loss sustainged to them.
By implementing the GST in the country, some of states got loss due to subsueming the some existing taxes. Those state are sustained loss in income are getting the additional grants from the Central. In the same way State Government shall to provide special grants to grampanchayat to the extent of loss sustained by the Grampanchayats in the sate.
