ESTABLISHMENT - Gran Panchayats - Delegation of power to District Collectors to sanction/ Creation, Upgradation / Conversion posts in Non-Notified Gram Panchayats - Orders Issued.

Read the following: -

ORDER:

According to orders issued in G O. third read above, no proposals for sanction of Additional posts or up-gradation or conversion of posts under Non- Plan shall be entertained in Government Departments. The sanction of staff for the Grampanchayat is regulated on the basis of norms prescribed by Government in G.Os first read above.

The Government have reviewed the position and decided to delegate to the Collectors the to appoint the staff or to up-grade or covert the staff in Non-notified Gram Panchayats as per the staffing pattern ordered in the G, O, first read above provided that the total expenditure on the staff does not exceed 30% of the income of the Gram Panchayat and that the income of the Gram Panchayat for this purpose; should mean only the tax and non-tax revenues or the Panchayat,

The Government hereby order delegation to the District Collectors the power to sanction the posts, and to up-grade or convert the posts in the Non-notified Gram Panchayats subject to the following conditions.

  1. Only posts included in the staffing pattern prescribed in G. O. first read above should be sanctioned.
  2. The expenditure on the staff should not exceed 30% of tax and non-tax revenues of the Gram Panchayat.

In case the conditions mentioned in para 3 above are not fulfilled necessary proposals for creation, up-gradation or conversion of the posts in the Non-notified Gram Panchayat should be sent to the Government through the Commissioner of Panchayati Raj & Rural Development, Hyderabad for approval.

This order issues with the concurrence of Finance & Planning (Finance Wing) Department U O No A R-88-03-076/3171/FS/8S, dated. 16-3-1988.
