    In the reference 1st read above, orders were issued for protection of pay in respect of former employees of local bodies who are appointed later through P.S.C and D.S.C., to Government Service on or after 10-12-2004, and who are continuing in Government service on 02-06-2011(the date of issue of orders) under F.R 22(a) (iv) with monetary benefit from the date of issue of those orders.

2.   In the reference 2nd read above, orders were issued that the protection of pay ordered in the reference 1st read above be extended to the former employees of local bodies who are appointed through P.S.C. and D.S.C., to Government Service between 02-06-2011 to 31-12-2013.

3.    In the reference 3rd read above, the President, Telangana Secretariat Association has requested to take a lenient decision on the lines of earlier orders issued in G.O.Ms.No.105, Finance (FR.II) Department, dt.02-06-2011 and G.O.Ms.No.45, Finance (FR-II) Department, dt.19-02-2014 and extended the benefit of pay protection to all the employees, who worked in local bodies and were later appointed to Government Services through P.S.C./D.S.C. in terms of FR 22 (a) (iv) and also allowed them to carry forward of leaves to the present post.

4.    In the circumstances stated above, after careful examination, Government hereby order that the protection of pay ordered in the reference 1st read above be extended to the former employees of local bodies who are appointed through P.S.C and D.S.C., to Government Service, from 01-01-2014 and also the leave accrued in the previous service be carried forward taking into account the service in local bodies. The monetary benefit however shall be effective from the date of issue of these orders.
